The seed's behavioral controls are a population of single-concern plugins, split into two layers by when they fire. The always-on layer (five plugins) fires on every prompt, tool call, and session start; the phasic layer (an orchestrator + five phase plugins) swaps one mode in per phase while the always-on five keep running underneath. This deck names the two layers, counts the live roster honestly, and draws the two always-on plugins in depth — interaction_summary (mega-prompt compression) and question_discipline (the prefix gate). Each card is one focused idea, with a clean diagram you can hover and click.
A plugin's layer is decided by WHEN it fires, not by what it does — and the architecture's value is what these single-concern organs compose into.
